It takes a lot of calories to build muscle. In order to build lots of muscle, bodybuilders will eat a calorie *excess* to ‘bulk’ However, this will ultimately lead to some extra body fat too. The body fat hides the muscle tone.
To counteract this, they then have a ‘cut’ or ‘shred’ phase. This involves having a calories *deficit*, which results in loss of fat and some muscle too – so usually you bulk to have more muscle than want at the end to account for this.

The workout program will usually change too from muscle mass building workouts with little or no cardio in the bulk phase, to typically some more cardio in cut phase. But, there will be some contention between commentators on exactly what the best way to bulk and cut is, which I have no interest into getting into on a Sunday morning.
