What business reasons lead to certain seasons of shows being purchasable by season, while other seasons are only purchasable only by episode?

fwiw I’m trying to buy Killing Eve. It’s purchasable digitally on Apple TV only in certain regions, or at least so it seems – there is 0 explanation of this anywhere sensible. On Prime, I can only buy season 1 and 4 as a season, but have to buy seasons 2 and 3 by episode.
What the biggest f? I’ll pay double just to buy the whole thing in one place digitally without a hassle. And no, I don’t want a disk set, this is 2024. None of this makes sense.
