What determines if a desert is rocky or sandy?

Why are some deserts rocky, like in Arizona, and some sandy, like the Sahara?

I know deserts are based on rainfall, but I am asking about what we commonly think of as deserts, rocky, sandy, dry places.

Wind, surrounding climate, precipitation patterns and most importantly geologic history. What was it before it was a desert? A bottom of a sea? Or a windswept plateau?
