So after the USSR was established after the Russian revolution, and once it kinda got to a stable footing in the 1920s. There were two different lines of thought of what to do next.

One was that the USSR needed to consolidate and grow internally. As in they needed to play nice with the rest of the world so they could import technology to get them up to be a world power, giving communism a really solid footing, before then trying to spread it.

Another was that that wasn’t necessary. That instead the USSR should put its resources to stoking and supporting communist revolutions in the rest of the world, not sit back and consolidate. This second idea is that “permanent revolution”
