What do people mean when they say a show/movie is “conceptual”

Cynically speaking, when a critic describes something as “conceptual” what they mean is “The idea behind this resonated with me so I’m going to pretend this is good even though I know its delivery or execution was a bit shit, cos if it was well-presented it wouldn’t be conceptual, it would just be good.”
