That’s a tug boat spraying water from its fire hoses to ceremoniously welcome a cruise ship into port.

It started as a custom welcoming transatlantic passengers. It’s now just a thing the cruise ships have their tugs do.

It is a fireboat, built to fight fires on ships and shorelines.

In the images, it is likely just because it looks cool. It is not uncommon to use them for different celebrations, I would not be surprised if that is the maiden voyage of that ship. It is also done sometimes with airplanes and airport fire trucks.
