what does horsepower mean in A/C unit?

I don’t understand how an A/C’s power could be measured by horsepower. Is it the volume of air coming out? Is it how much colder the exhaust temperature is to the intake? What does it control exactly?

Horsepower is a unit of power, just ike Watts or BTU/hr.

Power is Energy per time, and the the power of an AC is how much heat energy it can remove from the air per second.
