The first number is how many generations are in between the common point and the higher cousin on the tree. The second number is how many generations between the two cousins.

Example: for first cousins, your common point is the grandparents with one generation (parents) in between and no difference in generations. If one of the cousins has a kid, then that kid and the other cousin are first cousins, once removed, since there’s now a generation between them. If the other cousin has a kid also, then the two kids would be second cousins.
