It’s hedging rumors/not official news about something vs. actual news. If there are rumors that a team is going to hire somebody as their new coach, but it hasn’t been confirmed by the parties involved (team or coach), there hasn’t been a press release or news conference, etc. but maybe some staffer of the team leaked to the media, or the coach’s agent told another team he was no longer on the market, or a limo driver overheard the coach on the phone, etc. Typically, the media would want a couple different sources to confirm a rumor before going public with it.
