What does the black rectangle clipper when filming films and movies actually do? Why do they need one at all?

Sound is recorded remotely from the camera and often it is added in after by the Foleys. There’s a need to make sure the sound and the video is matched so the clapper gives a visual and a sound to synchronize to.
