You’re supposed to dispose of responsibly. Exactly how products that contain plastic is handled by waste disposal varies by locations, so a general sign can’t tell you exactly what to do, just how not to do it.
It really is a bad design
Looks like the message is: don’t throw on ground; eventually it’ll end up in ocean and kill turtle
It is trying to say that you shouldn’t throw it on the ground (and should dispose of it properly).
The second panel is a reason you should do so. If you throw it on the ground, it could end up in the ocean and that could be harmful to wildlife.
