like i dont get it does it tell me to throw it in the ocean or the ground but its telling me not to

It is trying to say that you shouldn’t throw it on the ground (and should dispose of it properly).

The second panel is a reason you should do so. If you throw it on the ground, it could end up in the ocean and that could be harmful to wildlife.
