: what does theoretical and technical background means ?

If we are talking about a job description or the sorts, the background part means education or maybe previous work experience.
Theoretical means that your background is rooted in theory, modeling and fundamental concepts.
Technical means that your background is rooted in machines and the application of above concepts. Of course it is not either one or the other, many studies offer both sides, but theoretical physics will likely not teach you how to use an oscilloscope, while technical physics might gloss over the fundamental physics in favour of how to apply it.
