What exactly are the oceans on the ice giants?

I know that it is a mix of water and ammonia(taking Uranus and Neptune, for example), but that description doesn’t explain anything. In what state does it exist under extreme pressures and temperatures? Does it have waves like on Earth? Is it boiling? Or does the term “ocean” is just figural and is nothing similar to those on Earth?

When what would be a gas on Earth when in the cold temperatures it can become a liquid, if there is enough of the liquid it could be described as an ocean.
