what exactly happened in the pillow/mattress industry that they all have to put those tags (in the US) that say do not remove this UNDER PENALTY OF LAW if you are not the consumer. It’s so dramatic and I deeply want there to be a story here

Mattress sellers were notoriously reselling disease-ridden mattresses that had come from hospitals, as well as pushing mattresses that were full of all sorts of nasty shit — bug-infested straw, dirty clothing, etc. So government required mattresses to be tagged with their ingredients and provenance. Mattress sellers would tear off tags to hide the fact that they were recycled or made from substandard materials. So government required that the tags be marked with the prosecution warning.
