What exactly is Scale Rate Pay and how does it work?

I am currently looking at prospective jobs and obviously there are filters that narrow down the job that I’m really looking for. In the “Pay Scale and Grade” filter, the options are as follows: Not Listed, AD-04, ES-00, GS-09, GS-12, GS-11, GS-07, GS-13, GS-14, GS-08. Can anyone help me decipher these codes and maybe help me understand how this system functions?

GS is a government civil servant position. There’s a public pay scale for that, that changes every year. It is based off the national average of that position, plus some other figures like inflation. For the others, I’m not sure, but if its government as well, it has a public pay scale. As for steps, it works like a small promotion, based on performance, time in grade, and ratings.
