The UN doesn’t keep an standing army of its own or any real “enforcement” wing, it relies on the members to effectively police themselves and abide by resolutions.
Small countries that make enemies of large countries tend to find themselves forced to abide by resolutions because Bosnia doesn’t have the enforcement power that the United States does.
Military superpowers and their allies abide by UN resolutions when they feel like it.
I imagine this question is spurred by a recent vote that the US abstained from. The country in question will face no consequences if it chooses to ignore the resolution because nobody will enforce it.
