Yes, it provides an opportunity for people to steal shit after a natural disaster. It’s called looting; it’s not uncommon, especially if emergency services are not available for extended periods of time

Banks have vaults. Jewelry stores sometimes have vaults or they just move things to other stores or to secure locations.
Looting is possible. But some people will stay behind and ride out the storm. Many of those people are armed and they will often watch their neighbors houses. This was common after Michael.
