This would seem like the perfect opportunity for a robber. Like do jewelry stores take all their products with them? Also what about banks?

Banks have vaults. Jewelry stores sometimes have vaults or they just move things to other stores or to secure locations.

Looting is possible. But some people will stay behind and ride out the storm. Many of those people are armed and they will often watch their neighbors houses. This was common after Michael.
