What happens to new construction builds without a finished roof when it rains?

What’s the process for when it rains on new build houses/apartments before the roofs go on? Do they just let it dry out, no mold concerns?

I’ve seen them paper the plywood the day after rain. Not saying it is the right thing to do but generally the walls are still not finished with drywall on the inside or siding/stucco on the outside so there is still lots of airflow in the roof.

Tract homes are what they are.
