What happens to plastic film if it’s put in recycling bins instead of drop off location?

i know plastic film is supposed to be recycled differently, but what happens when people unknowingly put it in their recycle bins

Aren’t soiled plastics and cardboards like greasy pizza boxes and sauce covered jars also not allowed?

I see way too many pizza boxes mixed with the papers
