What happens when my device is fully charged? where does the charge send it’s power? Does the phone slowly let it go and charge back up? has plagued my mind forever!

The current that the phone draws from the wall/USB charger is reduced to only supply power that the device uses. The energy being taken from the source is reduced to whatever the phone needs in the moment, and nothing more. When you unplug the phone, it switches back to draining the battery.

The charge controller in the phone stops charging the battery and just chills with the power supply connected and not doing anything.

There will be no more charging going on. Ideally, this would mean that no more current is flowing. Current technology (especially Li-Ion-Batterys, which are fairly common) will even switch off the power electronically. It’s a little hard to find a water analogy, since water would always displace air and flow over when a space is filled, but I think you get the point.
