What is a CDP Town and what makes it unique to other cities/towns?

I’ll assume we’re talking about the good old USA here…

Cities and towns have charters and will have their own local government independent of the county. They will generally have their own services like police, fire, libraries, schools, etc.

A CDP “town” is not a town. It is a Census Designated Place. They are frequently a neighborhood near a proper city/town but not within the official municipal territory. While people call the place a name it lacks its own government and is governed by the county officials in which is resides. CDPs either contract services from the nearby proper town/city or rely on the county government.
