Broadly, a *prospectus* (in this context, anyway) is a financial document that discloses how a financial security is set up: where the money goes, how it’s invested, what fees (if any) apply, etc.
I’m obviously not familiar with your particulars, but I would assume it’s similar here: Fidelity is giving you a document, as they are required by law to do, that tells you how the company in charge of your HSA is handling your money.
