Note duration is not measured in steps–not ever. Pitch is measured in steps. Duration is measured in a system [succinctly explained here ](https://en.m.wikipedia.org/wiki/Note_value). We usually shorthand these as fractions of a beat (quarter note, sixteenth note etc) but they all have proper names such as breve and quaver. And diddle. Drummers talk a lot about diddles and quadradiddles and so forth. This is one of the reasons no one likes a drummer.
