What is an ephemeral storage and what is the normal storage called?

My friend brought this up to me when he want to buy a server. I cannot find an easy explanation in Google search.

Ephemeral means that it will stop existing if you stop using it. Normal storage (the opposite of ephemeral) is called “persistent”
