Anything that is called an Underground Railroad is in reference to the one from the 1800s that helped slaves escape the southern US states (where slavery was legal) to the northern states (where it was not legal).
An Underground Railroad, in general. is a way to move people *secretly* from one place to another (being for people is more common). A lot of the time, like for prostitution or slavery, it is helping someone get away from a bad (illegal or quasi-legal) situation and to a place of safety.
