It’s when a state or region devolves into smaller states that become increasingly hostile to each other. I believe the term became popular after WW1, referencing the many states that came into existence around the Balkan Peninsula after the collapse of Ottoman Empire.
The fragmentation usually occurs along ethnic and cultural lines and has led to civil wars, genocides, etc.
When a big country breaks into a bunch of little countries. Like, if Florida and Texas left the US.
The breakdown of a state into smaller countries organized by ethnicity and/or religion, and the subsequent destabilization of the region due to hostilities between these countries.
