What is Cognitive Linguistics and what makes it uniquely different from other types of Linguistics?

Cognitive linguistics is about the relation between mind and language, language learning etc. It differs in that it has different axiomes or the field of interest is different. Practical linguistics for example doesn’t need to understand how we learn language, just how we use it. Linguistics that are based on generative principles would explain the relation between language and mind quiet differently.
