Isn’t a mesa just a mountains without the top? How does that happen?

Mountains are caused by land being forced upwards by tectonic plates and slow but immense forces.

Mesas are formed by erosion, the mesa didn’t rise up out of the ground but the surrounding ground rock/etc “fell away” during the process of erosion
