Hard to build if you don’t know what you’re building on. You need to know how much material you need to fill dips, or remove from rises, understand where water will flow and drain, determine how much material you’ll need to pave the surface, how much road frontage you’ll get, and so on. You can’t really just figure it out as you go, that’ll be terrible for budgets or efficiency.
Geodesy is the science of measuring the shape of the Earth and the strength of its gravitational field.
The people you see around town are probably just surveyors. Those devices allow them to accurately measure the coordinates of things (like corners of buildings, for example) so that construction workers can accurately build what they are trying to build.
