A very important requirement is that the waves and swells from the ocean does not reach the sea shore. Ships move around with the ocean in a way that the sea shore does not and this causes a lot of issues. So harbours tends to be built in bays or behind islands where the sea is a lot calmer then in the open ocean. Additionally we can build sea breaks or moles to further protect the harbour.
A good port also needs to be deep enough for large ships to come all they way in so we do not have to build huge jettys out to where the ships can stay. And of course you need the land infrastructure to transport goods to and from the port.
