The exact definition of crimes depends on state law, but typically, pandering is defined as convincing someone to become a prostitute or keep being a prostitute, or facilitating a prostitute’s practice (e.g. by providing them with a flophouse).
The severity depends on the state, but it’s often a felony, meaning it’s a serious crime.
A person charged with pandering is probably someone who has been running a whorehouse or a cam business or something. Pimps are also sometimes charged with pandering in addition to / instead of pimping, because the intent to profit from prostitution is often an element of pimping, whereas pandering can be helping out prostitutes doing their work even if you don’t expect to make any money from doing so
As others have said, in a legal context it refers to “pimping” or aiding/compelling someone into prostitution.
But just fyi, it’s more commonly used in a non-legal context to refer to indulging someone’s desires in an attempt to get something from them. Like when people say that a politician is “pandering” to their base they mean that they’re offering that group of people some sort of enticement in exchange for their support, and usually what they’re offering is something that isn’t good for the rest of the country.
pandering is like when someone tries sooo hard to please a group just to get what they want. it can be serious if it involves exploiting people like in the adult industry. examples could be someone offering to pay for favors to sway opinions. it can feel really cheap tho. but on the other hand people just want to connect, right?
