What is pandering and how severe is it? Like if someone were arrested for pandering… if possible please include examples

As others have said, in a legal context it refers to “pimping” or aiding/compelling someone into prostitution.
But just fyi, it’s more commonly used in a non-legal context to refer to indulging someone’s desires in an attempt to get something from them. Like when people say that a politician is “pandering” to their base they mean that they’re offering that group of people some sort of enticement in exchange for their support, and usually what they’re offering is something that isn’t good for the rest of the country.
