Motors not only consume energy, but they can also produce energy–motors and generators are essentially the same thing.
With regenerative breaking you are running the electric motors as generators. This both helps you slow down and recovers some of the energy which is why hybrids actually have better mileage in city driving that on a highway.
You can check this out yourself if you have a little electric motor. With the leads unattached spin the motor with your hands. It should spin rather easily. Now short the two terminals of the motor, and try spinning it again. You’ll find that the motor is much tougher to spin. Instead of shorting the motor for regenerative breaking, the terminals are switched to pass through the batteries (and the charge controllers obviously).
