The rule of law is a concept that everyone and everything is subject to the law.

The phrase “rule of law” was meant to contrast with a say “the rule of the king”. In an absolute monarchy, the monarch rules, he is not subject to the law, everyone else is subject to him. If he breaks the law, nothing happens, because he is “above the law”.

Now contrast this to “the rule of law”, a President or Prime Minster is supposed to be subject to the law, everyone is. If they break the law, the legal system punishes them. They are not “above the law”
