The basic idea, is that they are rules that everyone has agreed to follow, even if they haven’t actually written them down anywhere. We have expectations of how we are supposed to behave, that for instance, it’s rude to lick someone’s face without their permission. We don’t have a rulebook saying “Don’t lick people”, but we get taught about personal boundaries and that licking isn’t considered appropriate.

The thing here though, is that different groups of people will have different rules, and that can cause problems.
