Boiling a liquid is causing the substance to change states from liquid to gas (vapor), whether it happens under standard pressure or not, whereas degassing is bringing dissolved gases out of a solution.
If you have a liquid A which has some of gas B dissolved in it, and you reduce pressure, some of the dissolved B will bubble out.
If you heat A to boiling point (or if you boil it in a “vacuum”) then A will bubble out as vapor. Probably B will also “gasify”.
