What is the difference between electrical energy and electromagnetic energy?

I do know these two are different forms of energy but if electromagnetic energy is formed by the movement of electrons (which in turn have to absorb photons to radiate photons), where do they become separate things. Or is it similar to how thermal energy is the same as infrared

They aren’t different. We used to think that electricity and magnetism were different things, but with the advent of modern physics we realized that they were different aspects of the same fundamental interaction, electromagnetism. This is why electrical fields can induce magnetic fields and vice versa. What’s really happening is that we are only *using* one aspect (electricity or magnetism) or the other depending on the application.
