What is the difference between the ‘brightness’ on a computer monitor and the brightness in nvidia control panel ?

you can see on a monitor because it is being light up by leds from behind(like in middle of a night to read paper you could use flashlight to shine behind paper to read it), just like in flashlight or led lightbulb. In monitor settings you make those leds shine brighter and they use more power.
In nvidia panel, colors become brighter, black becomes more gray-ish.
