What context are you hearing these terms in? “Thermal heat” is redundant. Radiant heat is heat energy that is traveling in the form of light, and it comes from all hot objects although more so from dark-colored ones.

The light from older-style incandescent bulbs or the red glow of hot metal are examples of radiant heat.

Other methods of heat transfer are conduction and convection. Conduction is the movement of heat through solids, like when you touch hot metal. Convection is the movement of heat through liquids and gases, and it’s similar to conduction except that heat causes fluids to move around from gravity.
