Silica gel is a relatively inexpensive dessicant. Dessicants are chemicals that draw moisture from the air. Some products react badly to moisture in the air (e.g. adhesives). Silica gel keeps the moisture off them.
Silica gel is used to keep the contents of a sealed package as dry as possible by absorbing any left over humidity in the package.
