A flame holder is essentially a lower flow area that is used to prevent the continuously combustion flame from being blown out. This is essentially what you are doing when you hold your hand between the candle and the wind.

A cavity flame holder is just one way to create an area of low flow to maintain the flame. The cavity flame holder consists of a hollow area below a high flow zone. Most of the air flows over the cavity leaving the cavity as a relatively calm air pocket.

Imagine that I have a square tube through which we pass supersonic air. Now, in the middle of the tube, we knock out a square in the bottom of the tube and weld on a cubical box (the cavity) around the knocked out section. Most of the air will pass over the cavity leaving the cavity relatively calm and allowing the flame to remain lit.

All cavity flame holders are flame holders. Not all flame holders are cavity flame holders.
