It’s usually just water (or soapy water). Most radiation/hazardous material is hazardous because the particles get into the air and get inhaled/touch skin/get into the eyes/etc. Water molecules trap the hazardous particles and then fall to the floor, which allows hazmat teams to come in and clean up afterward.

If the team knows there is a specific hazardous material that they’re dealing with, they’ll use a more specialized approach. They might use a decontaminating foam or bourda (treated water that behaves like molasses) for example.
