What language does Consoles use comparative to regular PC and why it is difficult to have quality of content across all boards equal?

Consoles now are pretty much PCs in a box, but even back in the PS2 days C language was supported to the best of my knowledge.
The difference in performance is due to the compiler and any other console hardware specific API.
