I can’t say much for Deutsche Bahn, but I know that the Japanese rail system prior to privatization was already heavily considered one of the best in the world. Even in the 1920s Japan has train stations taking you to every major city all across the country and as a people they have been extremely proud of their train system. Over 60 years of economic growth allowed the rural Japanese citizens more access to transportation outside of the rail industry, so when it went private in the late 80s and some of the lines were shut down, mainly because of low rider numbers, it wasn’t that impactful.
