Generally it based on what the floor and the soles are made of, and whether or not water is involved. Some shoes will squeak on terrazzo floor or waxed floors due to the friction grabbing the shoe as it tries to move, similar to how tires on a car squeal when you brake hard, but in a smaller scale.
