Primarily, the dosage is not the same and there’s also chemicals mixed in to the aquarium cleaner that are toxic to humans.

Concentration can be vastly different and there can be a very narrow theraputic range and a toxic level.

What sets the two uses apart is their preparation. This includes the dosage required for the application, stabilisers, preservatives, flavourings (if applicable), method of delivery e.g. chloroquine phosphate might be the desired end product so it could be prepared as something else that eventually ends up as chloroquine phosohate etc.
