What properties of lotion leave a “cool” feeling on skin that lasts for hours?

most lotion leaves moisture and like anyway who takes a shower and then walks outside on a cold day with their hair still wet knows moisture makes the cold feel even colder.
i could get much more detailed but i would have to use some sciency terms and i would be afraid i would use the wrong words or something
So you mean your skin feels cool to the touch or it feels cool kinda like icy hot ?
