Do they determine the types of logs being sent, or add a ‘tag’ on the logs its sending so the receiving server knows how to categorise it?

Syslog is usually a one-connection-per-machine thing. Facilities are a way to answer the question “well, where the heck did this come from within the machine?” so you are not digging through 4000 log messages from the network interface trying to find what went wrong in the power supply.
